The Netherlands Shipping Training Centre (NSTC) is a Filipino foundation established by the Royal Association of Netherlands Shipowners (KVNR), the Shipping and Transport College both based in Rotterdam and the Palompon Institute of Technology in Palompon, Leyte.


Since 2001 there is a close relationship between the Netherlands and Palompon. In that year the KVNR and PIT signed a memorandum of agreement by which the KVNR supports the maritime programs for BSMT and BSMarE of PIT and in return the graduates will be able to sail on vessels of the KVNR members. The execution of the agreement is in the hands of STC being one of the leading maritime institutes in the Netherlands. Several hundred students have already started their professional career in the Dutch fleet since that time.

As extension to the maritime program ideas came up to make Palompon a centre of excellence for the Dutch fleet. One of the additional elements to achieve this goal was to establish a maritime training centre to conduct all required trainings necessary for trainees, cadets and officers. The first steps to establish NSTC were set in 2004 and since October 2006 the centre is operational.

The basic activities of NSTC is offering courses based on the requirements of the International Convention on Standards of Training Certification and Watchkeeping (STCW) for cadets, ratings and Officers in Charge of Navigational or Engineering Watch. All courses offered are accredited by the Maritime Industry Authority (MARINA).

The instructors of NSTC are trained by STC and all training programs are designed to be in line with the requirements of the Netherlands fleet. Much attention is paid to practical exercises.

On request NSTC can offer tailor made trainings for shipping companies or manning agents. With the full support of the Shipping and Transport College every type of training for both shipboard as port based professions can be offered.

In the near future the number of training courses offered will be extended.

NSTC is operating its own dormitory. It has a capacity of 25 rooms for 4 students per room and 24 officer rooms. At the dormitory facilities as internet and cable TV are available.

Students enrolled in the maritime programs of the Palompon Institute of Technology and NSTC course participants can make use of the services of the dormitory against very moderate rates.

NSTC is governed by a Board of Trustees in which both Dutch and Filipino interest is represented. The Board consists of 5 members of which 2 members are Dutch and 3 are Filipino.The daily organization of the training centre is in the hands of a Dutch General Manager.
